About the Title: The power that need not speak its name. So said Enoch Powell in describing the British establishment. Powell was a professor of classics, rose to the rank of brigadier general in World War II and became a conservative, a free market economist and a Member of Parliament.
There are people in America who are convinced that there is an Establishment that has links with Britain— links going back prior to the creation in 1921 of the Council on Foreign Relations, an offshoot of Britain's Royal Institute of Economic Affairs. They are convinced that the major political decisions since at least 1913 have been sanctioned by this Establishment.
